The Manual under Clause 4(1) (b) of the Right to Information Bill for the Animal Husbandry & Dairying Department, Haryana is given as under: -
i. The particulars of its organisation, functions and duties:
Haryana is one of the smaller states in the Indian Union, with a geographical area of 44210 Km constituting just 1.3% of the country's land area. The State is rich in livestock production and proud to be the home track of Murrah, the best breed of Buffaloe in the world. The livestock population as per census 2003 is 94.45 lacs along with 136.00 lac poultry. The state has a per-eminent position in the country in livestock development. Its annual milk production has reached 52.22 lac tones with 660 gm per capita per day milk availability against the national average of 232 gm per day.

ii. the powers and duties of its officers and employees:
This information is placed in as under:-
Director General, Animal Husbandry, Haryana
As Head of Department, he is vested with the general control and direction of Government Livestock Farm, Hisar, Breeding Projects, Veterinary Institutions, Vaccine Institute, Disease Control, Development of Poultry, Piggery and Sheep and all other activities under the Animal Husbandry Department.
He also deals with all cases relating to:
General Policy of the Department.
Expansion of the Department.
Recruitment of both Gazetted and Non Gazetted staff.
Appointments, promotions, dismissals, suspensions, transfers etc. of members of the Gazetted and Non Gazetted staff.
Prevention and control of livestock and poultry diseases.
Improvement of livestock.
Gaushala Development work.
Holding of Horse and cattle fairs and shows.
Grants to local bodies for incurring expenditure on matters concerning the Animal Husbandry Department.
Propaganda work of the Department.
Publication of leafiets, bulletins etc. on professional subjects and Department circulars on administrative matters.
In dealing with these subjects the Director General, Animal Husbandry, communicates directly with the Financial Commissioner, Development, Deputy Commissioners local bodies or any other body or individual concerned.
He is also authorized to dispose of appeals and to exercise all the powers of an appellate authority, except in which the appeal is preferred against an order passed by him in his capacity as Director General, Animal Husbandry.
The Director General is vested with the general control of existing Veterinary hospitals and dispensaries in the State and the opening of new Veterinary Hospitals and Dispensaries at places approved by Govt.. He also makes recommendations to Govt. to meet in deserving cases, in part, or in whole, the cost of new building of new buildings, which are constructed according to the standard plan.

JOINT DIRECTOR (ANIMAL HUSBANDRY)
1.
He will assist the Head of Department for the execution of various technical programmes sponsored by Government of India, State Government and other day-to-day activities as assigned from time to time.
2.
To guide the officers subordinate to him in the light of policy decisions for all the activities of the Department.
3.
He will attend the monthly meetings of Veterinary Surgeons in the District allotted to him by the Head of the Department and solve their problems at the spot and will apprise to the Head of the Department.
4.
Review all the activities of the Department and achievements in the District.
5.
He will ensure perfect coordination between the Deputy Director of the Districts and Headquarters regarding the field demands and inputs.
6.
He will ensure regular monthly quarterly reports and returns from the field and achievements of the target allotted to the District.
7.
Inquiries of the complaints allotted by the Head of the Department.
8.
To assist in monitoring of special Programme along with routine planning and budget work.
9.
He will perform all other duties assigned to him by Head of the Department.
10.
His jurisdiction will be State of Haryana.

Formation of State Centrally sponsored scheme annually, for 5-year plan period arranging credit, revalidation for the schemes and monitoring thereof.
DEPUTY DIRECTOR, INTENSIVE CATTLE DEVELOPMENT PROJECT
1.
To exercise supervision over the Development of Projects, to augment the supply of milk to Delhi Milk Scheme and to improve the Cattle Breeds.
2.
To perform all duties of a Drawing and Disbursing Officer as required under the provision of statutory rules, to perform all duties as Heads of the office in respect of entire Gazetted/Non-Gazetted staff working under them as well as under the concerned District animal Husbandry Officer.
3.
To make appointments/posting and transfers of the subordinate staff for which they are competent.
4.
To grant leave and maintain the service books and Character Rolls of the subordinate staff working under them.
5.
To initiate annual entries in the Confidential Personal files of the Gazetted staff working under them.
6.
To devise means for furtherance of Department activities so as to gain maximum result with minimum expense.
7.
To supervise the working of the milk supply cooperative societies and to arrange grant of loans to them.
8.
To check up the field work of Regional Artificial Insemination Centres as well as Stockman Centres under the project and the sub-staff working under the other various units of the project.
9.
To attend the district co-ordination Committee, state level coordination committee and Govt. of India levels meeting in order to make suggestions for the improvement of working of the project.
10.
To supervise the collection and Transportation of milk to Delhi Milk Scheme.
11.
To carry out annual stock verification of all Govt. stores and send verification certificate to the Director, Animal Husbandry, Haryana.
12.
To select the sites for setting up of Regional Artificial Insemination Centres and Stockman Centres in the Project and to submit proposals for acquiring of land for the setting up of various Centres.
13.
To arrange purchase and supply of medicines for other stock articles through the Controller of Stores, Haryana/Medical Store Depot/DGS&D.
 
DEPUTY DIRECTOR (CREDIT PLANNING OFFICE)
1.
Formulation of State/Central Sponsored Scheme annually for Five Year Plan periods, arranging credit, revalidation for the schemes & monitoring there-of.
2.
To Monitoring of special programmes, SFDA, MFAL, DPAP, CADA, Desert Development Programme and Credit Planning etc.
3.
To supervise the work of officers working under SFDA/MFAL Schemes Calf Rearing, Poultry, Sheep & Piggery projects.
4.
To recommend schemes under the five year plan for consideration of Director.
5.
To Plan out health cover under SFDA/MFAL schemes
6.
To assist the Director, Animal Husbandry on technical matters and to relieve him from the pressure of routine table work.
7.
To attend meetings of the technical importance & offer opinion in the technical subjects concerning this Department.
8.
Routine planning & Plan Budget works.
Sub Divisional Officer (Animal Husbandry)
1.
Full power of casual leave to the staff working under him.
2.
Authorized to approve the tour programme of the staff working under him. He should however, supply a copy of the approved tour programme to the Deputy Director concerned.
3.
Authorized to incur expenditure in emergent cases up to Rs. 100/- in each case.
4.
The Sub Divisional Officer will be responsible for all the departmental activities / schemes functioning in his Sub Division.

 
SEMEN BANK OFFICER
1.
Semen Collection, distribution and its freezing and storage in case of frozen semen.
2.
Maintenance of Laboratory and Liquid Nitrogen Plant.
3.
Feeding and Management of Bulls and control of the staff posted under him.
4.
Production of Feed and Fodder.
5.
Collection and analysis of date regarding the use of semen both liquid and frozen of individual Bull.
6.
Publicity and propaganda regarding the Artificial Insemination.
7.
Training and extension regarding frozen semen.
8.
Organization of sterility camps.
9.
To assist the Deputy Director, Intensive Cattle Development Project regarding breeding work in the project and suggest improvement.
10.
Maintain ample stock of Liquid Nitrogen and semen to meet field needs.
VETERINARY SURGEON
1.
Treatment of indoor and out-door cases, attending the Veterinary Hospital.
2.
Ante Post-Mortem examination of livestock slaughtered at the local slaughter house, when the Municipal Committee have not the necessary staff.
3.
Control of contagious diseases amongst livestock.
4.
Castration of unsuitable male livestock in the ilaqa.
5.
Inspection of Dairy concerns and Gaushalas.
6.
Livestock Breeding.
7.
Propaganda work relating to livestock breeding feeding and management.

 
This is brief duty list.
VETERINARY AND LIVESTOCK ASSISTANT
(Notified vide Animal Husbandry Department Notification No. S.O. 105 / C.A. - 52 /1984/S-30/94 Dated 25.11.1994 under clause (b) of section 30 of Indian Veterinary Council Act, 1984 and to be read with Animal Husbandry Department Notification No. S.O. 106 /C-Order-52/1984/S-30/94 Dated 25.11.1994)
1.
To perform Artificial Insemination in cows and buffaloes.
2.
To follow up the Artificial Insemination cases and maintain record.
3.
To vaccinate animals against diseases to control diseases and to take timely veterinary aid measures.
4.
To register cattle for milk yield.
5.
To guide villagers regarding feed and fodder of cattle to increase their milk yield, procurement of seed for demonstration plots
6. (a)
Handling of superficial surgical ailments like wounds including sutured / surgical wounds, abscess, fistula;
(b)
Management of external/superficial haemorrahage, burns, using local applications of anticeptic lotion, ointments, etc;
(c)
Intra-uterine douching with antiseptic lotions;
(d)
Use of lugol's paint in animals not coming in heat;
(e)
First-aid in case of prolapse of uterus;
(f)
Washing of mouth, hooves, teats, udder, etc with anticeptic lotions in conditions like foot and mouth diseases mastitis etc;
(g)
To provide first aid like analgesics and antipyretics in cases of fever and pain;
(h)
To provide first-aid in non-infection diseases like tympany, constipation, impaction, diarrhea, dysentry, milk fever etc; and
(i)
Spray of animals/birds for control of ectoprasites.
7.
To maintain official record of key-village units, Stockman Centres, Veterinary Dispensary, Sheep and Wool Extension Centres, Poultry Extension Centres, Piggery Extension Centres.
8.
To keep the equipments of the institution clean.
9.
Compounding and dispending of medicines.
10.
Rendering assistance to the Veterinary Surgeon / Animal Husbandry Assistants-in-Charges of Veterinary Hospital/Dispensary while performing major operations.
11.
To help Veterinary Surgeon/Animal Husbandry Officers on maintaining the record of the institutions.
12.
To attend to the Marginal Farmers Agricultural Labourers / Small Farmers Development Agency programmes.

 
iii. the procedure followed in the decision making process, including channels of supervision and accountability:
DECISION MAKING
Any proposal requiring a decision is processed in the concerned branch in the directorate and after approval from Director General, Animal Husbandry & Dairying, the same is sent to the Government. After examination of the proposal by the Dealing Assistant and the Superintendent, the matter is submitted to the Under Secretary / Deputy Secretary / Joint Secretary, who submits it to Financial Commissioner & Principal Secretary, Animal Husbandry & Dairying after examination.
CHANNELS OF SUPERVISION & ACCOUNTABILITY
Channels of supervision & accountability are as follows; -
On Government side, the functioning of the branch headed by Superintendent is controlled by the Under Secretary / Deputy Secretary / Joint Secretary under the overall supervision and control of the Financial Commissioner & Principal Secretary, Animal Husbandry & Dairying Department under the direction of Animal Husbandry & Dairying Minister and Chief Minister of State.
Director General Animal Husbandry & Dairying is the overall supervisory head of the department and enjoys the powers inherited by all the Heads of the Departments under Civil Service Rules, Financial Rules and other executive instructions issued by the Government from time to time. He is assisted by Joint Director (Adm), Joint Director (Planning), Joint Director (Animal Breeding) & Joint Director (Dairy). He is also further assisted by Poultry Development Officer, Credit Planning Officer, Deputy Director (Animal Health) and Gau - shala Development Officer at directorate level and is accountable for the functioning of the department as a whole.
Deputy Directors, Animal Husbandry / ICDP are the overall administrative and supervisory heads in the district of their posting & responsible and accountable for all the activities and proper functioning of the department in their district.
Sub Divisional Animal Husbandry Officers are administrative and supervisory heads of all the activities of the department in their respective sub division for which they are answerable and accountable.
Veterinary Surgeons I/C Civil Veterinary Hospital / Hospital cum Breeding Centre / Artificial Insemination Centre are accountable for all departmental activities in his jurisdiction.
 
iv. the norms set by it for the discharge of its functions:
The State Government has fixed specific periods for the disposal of the different matters, which are being followed by the department. Block level veterinary hospitals are providing round the clock emergency veterinary services. The field staff launches the publicity campaign in time bound manner according to calendar of activities set by the department for the particular financial year

The department has no separate instructions, regulations, and manuals of its own. The department is working under the Civil Service Rules, Financial Rules, Budgetary Rules, Treasury Rules as are applicable to all the departments of the state. Department has its own notified rules for Class I, II, III & IV employees to regulate the terms, conditions of their appointments etc. Apart from these executive instructions issued by Government and department from time to time are also followed.

Generally, almost all the documents relating to the matters of the officials / officers as well as Government matters are under the control of Director General. The records of the establishment of Officers / Officials of the department lie with the Superintendent Establishment (I, II, III as the case may be). Besides this, the copy of the service rules, instructions, notifications, notices of duties etc. are also available with concerned establishment superintendents. Instructions of various development schemes are available with Superintendent Planning branch. Record relating to budget / expenditure / audit is available in Budget / Accounts branch headed by Accounts Officer.
Besides, other records to be maintained in the department are also maintained accurately.
The department also holds "Act and Rules" as mentioned in (v) above.

Registration of Milk Plants under Milk & Milk Products Order, 1992
The Government of India has designated the Director General, Animal Husbandry & Dairying, Haryana, to register those milk plants of private sector as well as Co-operative sector who are handling milk up to 2.00 lac litres per day or 10000 MT .of milk solids per annum and their entire activity of procurement, processing and marketing lies within the State of Haryana, to keep a check on the quality of milk and milk products under Milk & Milk Products Order, 1992. He has also been authorized to carry out inspection of existing and proposed milk plants. To keep a check on the quality of milk, samples are taken and tested at an ultra modern lab established by the department at Rohtak.
