Born on 7th September, 1951, Shri Naresh Gulati joined the Indian
Administrative Services in 1975 after completing his Graduation from
His initial postings as Sub Divisional Magistrate and Additional Deputy Commissioner gave him an in-depth knowledge of rural development and grass root level functioning. As Administrator of Haryana Urban Development Authority (HUDA) and Chief Administrator of Faridabad Complex, he got the opportunity to work in the field of Urban Development. The exposure enabled him to work towards improving the Urban Services in the District of Faridabad. As Deputy Commissioner, Gurgaon, he played an active role in the development of the District. As Director, Transport and Civil Aviation, he revamped the transport services of the State and finalized major Inter State Agreements. His other areas of expertise include Science & Technology, Food & Supplies, Cooperatives, Labour & Employment and Sports. He also steered the Engineering departments such as PWD (B&R) and Public Health. As Financial Commissioner, he handled Revenue & Disaster Management for the State. It was under his leadership that the critical flood situation in the year 2010 was effectively managed. He was instrumental in taking some major initiatives like Computerization of land record, updating of Revenue manuals and preparation of Disaster Management Plans. He retired as Financial Commissioner & principal Secretary Revenue to Govt. Haryana, Revenue & Disaster Management on 20th May, 2011 and was sworn in as the State Chief Information Commissioner on the same day.
